SUBJECT: Part 70 Operating Permit Application
1. Pursuant to Vandenberg's stakeholder ENVVEST meeting
on 13 June 1996 the Department of Defense, EPA Region IX, and the Santa
Barbara Air Pollution Control Officer have agreed to develope a "protective
filing" Title V operating permit application NLT 30 June 1996.
An Interim Agreement signed by the aforementioned parties has agreed
that the Control Officer shall certify the permit application as being
complete pursuant to Regulation XIII, section 1302.D.8. In order to
protect FY 96 funds and ensure execution of ENVVEST this year, certification
is required by 01 July 1996.
2. In partnership, the Environmental Management staff of Vandenberg
AFB is at your disposal to complete, side-by-side, a Title V operating
permit application. Vandenberg AFB and the District believe the cost
and manpower effort of this endeavor to be minimal. However, as we recently
discussed, the ENVVEST program requires a separate District financial
tracking code, and billable expenditures to complete the permit application
need to be itemized.
3. I sincerely appreciate your personal efforts and leadership in making
this prototype program a success. Please have your staff contact Mr.
Jim Rohr and Mr. Monte McVay at (805) 734-8232 extensions 6-7541 and
5-2015, respectively to initiate this effort.
