Pursuant to the Freedom of Information Act, I would like to request copies
of documents related to the XL project submitted by Dow Chemical. It is
my understanding that you are the lead contact for this XL project. Specifically,
I am interested in the most recent copy of the XL project proposal, the
latest draft of terms for the XL project or the Final Project Agreement
(FPA), and background documents that provide the company's rationale for
proposing the project and EPA's rationale for approval under the XL program.
