The following information is provide in response to your request for information needed to evaluate Akzo Noble's Project XL.
1. In 1995 Akzo Nobel wastewater discharge was 5.6% of the total flow for the Town of Newfane POTW. Akzo Nobel's average daily wastewater discharge to the POTW was 0.076MGD. The Town of Newfane POTW had an average daily discharge of 1.370 MGD. Table 1 gives monthly averages for flow rates for both Akzo Nobel and the POTW.
2. In 1995 Akzo Nobel's average daily discharge of dimethyl phthalate was 67.864 pounds. The POTW had no detectable levels of dimethyl phthalate in it's discharge in 1995. The POTW's average removal efficiency is greater than 99.92%. The monthly average removal efficiency ranges from greater than 97.82% to greater than 99.97%. Table 2 gives monthly data for dimethyl phthalate for Akzo Nobel and the POTW.
3 . The POTW does not analyze its sludge for dimethyl phthalate on a regular basis. Sludge from the thickener was analyzed on 3/8/95, the concentration of dimethyl phthalate was below the quantitation limit of 45 mg/kg. Belt press sludge was analyzed on 12/21/95, the concentration of dimethyl phthalate was below the detection limit of 2,940,000 ug/l.
4. The POTW has experienced one overflow in the last 10 years. Dimethyl phthalate is a relatively nonvolatile compound, it has a vapor pressure of 1mmHg at 212 °F; therefore volatilization should be negligible. 5. In 1995 Akzo Nobel's discharge made up 30.48% of the POTW's total BOD loading, while it only accounted for 5.6% of the hydraulic load (Table 1). Akzo Nobel discharged an average of 1419 pounds of BOD per day. The POTW average influent for BOD was 4655 pounds per day. Table 3 gives monthly data for BOD for Akzo Nobel and the POTW. The POTW's operating and maintenance budget for 1995 was $560,000. Akzo Nobel's paid the Town $273,000 in sewer use fees in 1995, 49% of POTW's total operating and maintenance budget.
