  SUBJECT: ENVVEST Nominations

On April 23, 1997, the Environmental Protection Agency (EPA) published additional guidance for XL projects in the attached Federal Register notice. This guidance also applies to ENVVEST projects. DoD participation in ENVVEST (and XL) offers the opportunity to once again demonstrate that we are environmental leaders and to provide direction for the future of protecting our environment. In the Federal Register notice, EPA explains that XL (and ENVVEST) is designed to test innovative approaches to reinvent environmental protection for the 21st century. EPA has emphasized that they intend to transfer successful approaches into the current system of environmental protection.

The ENVVEST criteria have already incorporated most of the new guidance from EPA. However, the new guidance expands the definition of superior environmental performance to include improvements beyond the regulatory quantitative measures as well as a second tier of both quantitative and qualitative factors that merit testing. The new guidance also establishes the requirement for a stakeholder involvement plan to be included with the initial project proposal. Specific guidance is contained in the Federal Register notice.

EPA is still soliciting proposal for XL and ENVVEST. The Department and EPA have agreed to 3-5 ENVVEST proposals, but only two proposals have been submitted to date. The opportunity still exists to submit proposals and I strongly encourage our installations to participate in this important initiative.
