EPA Goal 4: Ensuring the Safety of Chemicals
and Preventing Pollution

Chemical Security

Purpose
The Department of Homeland Security is responsible for regulating security at high-risk chemical facilities. However, chemical security is not solely a federal responsibility; it is shared among federal, state, and local governments, as well as the private sector. Government and industry must work together to strengthen the security of America's chemical facilities, while not undercutting an important part of the nation's economy.

Homeland Security: Preparedness, Response, and Recovery
This program involves activities that help the public prepare, respond, and recover from terrorist incidents. This includes clarifying EPA’s roles and responsibilities, promoting improved response capabilities within the government and industry, and developing, disseminating, and exercising new and improved tools, techniques, and capacity for responding to chemical, biological, and radiological incidents. Preparedness and response activities such as planning, training, and participation in exercises will ensure readiness of EPA personnel. EPA will coordinate Homeland Security activities with the Department of Homeland Security and other Federal agencies to ensure consistency with the National Response Plan.
