Advancing Sustainable Development

Bureau of Counterterrorism – Technical Programs Unit

Purpose
The mission of the Bureau of Counterterrorism is to forge partnerships with non-state actors, multilateral organizations, and foreign governments to advance the counterterrorism objectives and national security of the United States. In 1994, Congress officially mandated the Bureau of Counterterrorism in Public Law 103-236 [H.R. 2333]. In 1998, Congress further defined the role of the Coordinator for Counterterrorism in Public Law 105-277 [H.R. 4328]. One program under this Bureau includes the Technical Programs Unit, which guides the Technical Support Working Group, and interagency forum that coordinates U.S. government-wide technology development for combating terrorism. The Technical Programs Unit provides policy oversight for the TSWG on behalf of the Coordinator for Counterterrorism. EPA is a member of the Working Group.

Homeland Security: Preparedness, Response, and Recovery:
Develop plans, procedures and standards to respond to major hazardous substance and oil releases caused by weapons of mass destruction (WMD) or nationally significant terrorist incidents. Ensure readiness of EPA preparedness and response personnel through planning, training, and exercises. Coordinate Homeland Security activities with the Department of Homeland Security and other Federal agencies to ensure consistency with the National Response Plan.
