EPA Goal 3: Cleaning Up Communities and Advancing Sustainable Development |
Purpose
The FEMA Mitigation Directorate provides resources to assist State, local, and tribal governments
in reducing risks to hazards prior to an event. State, local and tribal governments that develop
hazard mitigation plans are eligible to apply for FEMA hazard mitigation assistance grants
to implement mitigation actions to reduce or eliminate long-term risk to life and
property from hazard events. Mitigation plans outline hazard identification, risk
assessments, and result in a community strategy for reducing risks of future losses
due to hazards.

EPA targets efforts to protect and restore various communities and ecosystems impacted by environmental problems. Under
this program, the Agency works, develops and implements community-based approaches to mitigate diffuse sources of pollution
and cumulative risk for geographic areas. The Agency also fosters community efforts to build consensus and mobilize local
resources to target highest risks.
Through the CARE (Community Action for a Renewed Environment) competitive grant program, EPA provides funding tools and technical
support that enable underserved communities to create collaborative partnerships to take effective actions to address local
environmental problems. The on-the-ground support and funding help to reduce toxic pollution from all sources, revitalize
underserved areas and improve the health of communities across the nation in sustainable ways.
CARE offers an innovative way for a community to organize and take action to reduce toxic pollution in its local environment.
Through CARE, a community creates a partnership that implements solutions to reduce releases of toxic pollutants and minimize
people's exposure to them. By providing financial and technical assistance, EPA helps CARE communities get on the path to a
renewed environment.
