EPA Goal 3: Cleaning Up Communities and Advancing Sustainable Development |
Purpose
This division, within NRC’s Office of Nuclear Material Safety and Safeguards, develops proposed regulations
and regulatory guidance in support of spent fuel and high-level waste dispositions (i.e.,
ultimate disposal, reprocessing, extended fuel storage, etc.). The Division interfaces with
the EPA, the Department of Energy (DOE), and other agencies in the development of environmental
radiation protection standards for radioactive waste management, disposal, and regulatory
programs of mutual interests to enhance regulatory efficiency, effectiveness and stability
in protecting public health and safety, and the environment. The Division’s Science Technology
Branch integrates and implements science and technical regulatory activities for the
division, including safety assessment aspects of the geosciences as well as associated
environmental assessments (NEPA requirements), and the Branch
interfaces with EPA.

RCRA: Waste Minimization & Recycling:
EPA will reduce materials and energy use through product and process redesign and increase materials and energy recovery
from wastes otherwise requiring disposal. EPA will also reduce pollution in business through adoption of more efficient,
sustainable and protective policies, practices, materials and technologies.
The Resource Conservation and Recovery Act (RCRA) calls for national leadership to reduce the amount of waste
generated and to improve the recovery and conservation of materials. Sustainable Materials Management (SMM)
takes a life-cycle approach to materials use and waste prevention by examining the efficiencies of the
material stream from the point of resource extraction through final waste management and disposal. The
implementation of Sustainable Materials Management (SMM) is fundamental to ensuring that adequate natural
resources (i.e., materials and energy) are available to meet today’s needs and those of the future.

• Additionally, Executive Order 13514 calls for acquisition and waste management efforts with mandatory reporting. EPA will continue Executive Order implementation efforts through technical assistance and use of EPA tools.
