Purpose
The Office of Community Services (OCS) works in partnerships with states, communities and other agencies
to address the economic and social needs of the urban and rural poor at the local level by providing
grant monies and technical assistance to these organizations. The goal is to increase the capacity of
individuals and families to become self-sufficient and to revitalize communities. They provide
grants to community development corporations and community action agencies for brownfields redevelopment
and job creation projects.

Brownfields:
Brownfields are defined as real properties, the expansion, redevelopment, or reuse, which may be complicated by the
presence or potential presence of a hazardous substance, pollutant, or contaminant. (There is some statutory exclusion
to this definition). The Brownfields Program is designed to empower states, Tribes, local communities, and other stakeholders
in economic redevelopment to work together to prevent, assess, safely cleanup, and reuse Brownfields.
