EPA Goal 3: Cleaning Up Communities and Advancing Sustainable Development |
Purpose
Every year the National Oceanic and Atmospheric Administration (NOAA) responds to
more than a hundred oil and chemical spills in U.S. waters, which threaten life,
property, and public natural resources. Spills into our coastal waters, whether
accidental or intentional, can harm people and the environment and substantially
disrupt marine transportation with potential widespread economic impacts.
The Office of Response and Restoration (OR&R) is charged with responding to oil
spills, chemical accidents, and other emergencies in coastal areas. Under the National
Contingency Plan, NOAA is responsible for providing scientific support to the Federal
On-Scene Coordinator for oil and hazardous material spills. To support this mandate,
OR&R provides 24-hour, seven-day-a-week response to spills.

Oil Spill: Prevention, Preparedness and Response:
The program includes spill prevention, preparedness, and response activities. The Spill Prevention, Control, and Countermeasures (SPCC) serves
to prevent oil spills that have potential to reach navigable waters. Area Planning ensures that EPA and other response organizations have
identified resources that need to be protected, and methods to effectively coordinate during response. The Facility Response Plan (FRP)
requires the largest oil facilities to have capability to respond to a worst-case spill, and EPA’s spill response program has
authorities and resources to lead or oversee oil spill response activities.
