EPA Goal 3: Cleaning Up Communities and
Advancing Sustainable Development

NOAA Brownfields – Multiple Offices

Purpose
NOAA does not offer resources through a consolidated Brownfields program, nor are Brownfields managed by one particular office. Rather, existing agency programs provide resources and technical assistance to coastal communities for Brownfields cleanup and reuse.

Since 1997, the Department of Commerce and NOAA have contributed funding, facilitation and/or technical expertise at coastal Brownfields sites in New Jersey, New York, Virginia, Wisconsin, Illinois, Alaska, California and other states.

Specifically, the following four NOAA offices assisted coastal communities regarding Brownfield issues:

• NOAA’s Office of Response and Restoration
• NOAA’s Office of Ocean and Coastal Resource Management
• NOAA’s Office of Sustainable Development and Intergovernmental Affairs
• NOAA’s Coastal Services Center

Brownfields:
Brownfields are defined as real properties, the expansion, redevelopment, or reuse, which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. (There is some statutory exclusion to this definition). The Brownfields Program is designed to empower states, Tribes, local communities, and other stakeholders in economic redevelopment to work together to prevent, assess, safely cleanup, and reuse Brownfields.
