EPA Goal 1: Climate Change and Improving Air Quality

Corporate Average Fuel Economy (CAFÉ)

Purpose
The National Highway Traffic Safety Administration (NHTSA) administers the CAFE program. The purpose of CAFE is to reduce energy consumption by increasing the fuel economy of cars and light trucks. EPA provides the fuel economy data. NHTSA sets fuel economy standards for cars and light trucks sold in the U.S. while EPA calculates the average fuel economy for each manufacturer.

Federal Vehicle and Fuels Standards and Certification:
This program includes Federal activities for the development, implementation, and evaluation of regulatory, market-based, and voluntary programs to reduce pollutant emissions from mobile sources and fuels, as well as reduce vehicle travel. Reducing emissions from mobile sources help implement National Ambient Air Quality Standards (NAAQS) and reduce greenhouse gases, toxics deposition and regional haze. Types of mobile sources include: light-duty vehicles/engines/equipment (automobiles, light trucks, and sport utility vehicles), heavy-duty engines (buses and large trucks), non-road vehicles/engines/equipment (construction and farm equipment, boats, recreational vehicles, etc.), and fuels (diesel, gasoline, alternative renewable fuels).

Authorizing Legislation
• Clean Air Act Amendments, Title I (NAAQS)
• Clean Air Act Amendments, Title II (Mobile Sources)
• Motor Vehicle Information and Cost Savings Act
• Alternative Motor Fuels Act of 1988 (AFMA)
• National Highway System Designation Act
