Introduction
In EPA’s July 2006 Roadmap for Mercury, EPA committed to working with other federal agencies to initiate a process with technical experts and interested parties to assess options for managing domestic elemental, commodity-grade mercury. In conjunction with several other federal partners, EPA’s Office of Pollution Prevention and Toxics created a commodity-grade mercury stakeholder panel, which established and assessed options for managing non-federal supplies of mercury. The stakeholder participants provided individual advice on the charge questions, not collective advice. The charge to the panel participants was to consider:
• How should the various non-federal stocks of mercury be managed both in the short-term and the long-term?• How do current and future supply and demand affect this determination for each of the various stocks?
The panel met four times between May and September 2007. The meetings were open to the public, and included opportunities for public comment. The stakeholder panel process has now been completed.

March 14, 2007 Background Paper for Stakeholder Panel to Address Options for Managing U.S. Non-Federal Supplies of Commodity-Grade Mercury (PDF) (20 pp., 122 K, about PDF). The background document describes current and anticipated supplies of non-federal mercury, demand for mercury, trends, storage, and the global mercury picture. This document, developed by EPA with the assistance of other federal agencies, was prepared specifically for the use of this panel. It provides an overview of the issues surrounding non-federal mercury and provides current information on domestic mercury demands and uses.
