Potential Revisions to the LDRs Mercury Treatment Standards; Advanced Notice of Proposed Rulemaking, May 28, 1999
EPA is considering publication of a proposed rule to revise the 40 CFR part 268 Land Disposal Restrictions (LDR) treatment standards applicable to mercury-bearing wastes. This ANPRM is intended to give advance notice of EPA's comprehensive re-evaluation of the treatment standards for mercury-bearing wastes as well as various options, issues, and data needs related to potential mercury treatment standard revisions. - EPA's Comprehensive Review of the Treatment Standards for Mercury-Bearing Hazardous Waste (Text) – Mercury releases into the environment have the potential to pose long-term threats to human health, particularly among children, and to our environment. In light of these concerns, the EPA announced a comprehensive review of the standards governing how mercury-bearing hazardous waste is treated prior to land disposal. This advance notice presented for public review and comment EPA's data on mercury-bearing hazardous waste, a series of technical and policy issues regarding mercury waste treatment, and potential avenues by which current mercury treatment standards might be revised.

This document describes the current status of mercury waste generation
and treatment of mercury-bearing hazardous wastes.
- Waste Specific Evaluation of RMERC Treatment Standard (PDF) (40 pp, 141K) – This
report documents EPA's research and evaluation efforts associated with
the roasting and retorting ("RMERC") treatment standard. Specifically,
this report presents information and findings on the types of wastes
that RMERC facilities accept and treat; the wastes that RMERC facilities
are restricted from accepting; the costs of mercury recovery and sale;
and the air emissions from these facilities.
- Analysis of Alternatives to Incineration for Mercury Wastes Containing
Organics (PDF)(60 pp, 260K) – This document characterizes waste streams that go to
incinerators for treatment; evaluates non-combustion treatment technologies;
identifies facilities that provide non-combustion treatment for high
mercury wastes; and identifies mercury waste streams that will continue
to require incineration in the future.
- Technologies for Immobilizing High Mercury Subcategory Wastes (PDF) (18 pp, 70K) – This document: (1) evaluates and compares immobilization technologies for high mercury category wastes, including the following major technologies that are applicable to mercury wastes (i.e., stabilization, amalgamation, and encapsulation); and (2) assesses the applicability of immobilization technologies for specific waste forms and waste matrices of mercury based on its effectiveness in reducing Toxicity Characteristic Leaching Procedure (TCLP) concentrations in treated waste, as compared to untreated waste, its effectiveness in reducing mercury vaporization from the waste, the treated waste strength and durability, and the long-term maintenance of non-mobile valence states of mercury.
