TECHNICAL SUPPORT DOCUMENT

This technical support document outlines two possible methods for doing a rate-to-mass translation, and includes mass-based equivalents for each state. The example mass-based equivalents are not required mass-based emission limits that states must meet and should not be interpreted as a cap on emissions. The mass equivalents are illustrations of two potential options that states may choose to adopt if they choose to use a mass-based form of the state goal.
