Clean Power Plan Proposed Rule: Resource Adequacy and Reliability Analysis


This technical support document describes resource adequacy and reliability impacts in 2020 for selected policy scenarios from the Clean Power Plan Proposed Rule, compared to a base case without the policy. The focus of the analysis is on the impact of the policy, in the context of a base case that is assumed to be adequate and reliable. In this framework, the emphasis is on the incremental changes in the power system that are projected to occur under the presence of the rule. The EPA uses the Integrated Planning Model (IPM) to project likely future electricity market conditions with and without the proposed rule.
