Two Webinars on the Clean Power Plan's Clean Energy Incentive Program (CEIP) for Communities with EJ Concerns

The U.S. Environmental Protection Agency (EPA) will host two webinars for communities with environmental justice concerns and environmental justice organizations on the Clean Air Act (CAA) and how it addresses pollution from electric generating units (EGUs). These webinars will also discuss how the Clean Power Plan?s Clean Energy Incentive Program (CEIP) fits into the framework of the CAA. The CEIP, which was included in the final Clean Power Plan, is designed to help states meet their goals under the plan by encouraging early investments in zero-emitting renewable energy generation, and by removing barriers to investment in energy efficiency and solar measures in low-income communities.

This is an opportunity for stakeholders to learn about several key design elements of the CEIP that were recently proposed. These elements include: clarifications about project eligibility, providing states with the flexibility to choose a definition of a low-income community, and how the pool of matching allowances and emission rate credits (ERCs) should be made available. During these webinars, participants will have an opportunity to engage in an open dialogue with EPA staff and other stakeholders.
