   Documentation to Accompany July 1, 1996 Population Estimates
               of Places and Minor Civil Divisions

The Bureau of the Census released these population estimates to the public November 1997.  The
estimates incorporate revisions of estimates from previous years and the results of special
censuses and test censuses conducted by the Census Bureau.

In addition, these subcounty population data reflect a number of changes made since the July 1,
1996 population estimates for counties were released in March 1997 (Census Bureau Product
Announcement CB97-39).  The July 1, 1996 estimates for Sedgwick County, KS; Wayne
County, MI; and Cumberland County, NJ have been changed.  In the three states where these
counties are located, the county population estimates no longer sum to (the previously released)
state totals.  Also, new information has led to changes in the estimates for Richland County, SC
for 1994, 1995, and 1996; county data do not sum to the South Carolina population estimate for
any of those years.  Finally, there are changes in the populations of six Louisiana parishes:
Bienville Parish, De Soto Parish, Jackson Parish, Natchitoches Parish, Red River Parish, and
Winn Parish; parish data do not sum to the previously released Louisiana state total population.

Census Place/MCD Code - The Census Bureau maintains a coding system that uniquely
identifies all places with four-digit codes and minor civil divisions (MCDs) with three-digit
codes.

Central City - Central cities consist of one or more of the largest population and employment
centers of a metropolitan area and are determined by application of the Office of Management
and Budget's Metropolitan Area standards.   There are 550 central cities nationwide, including 12
in Puerto Rico.  Almost all central cities are incorporated places, with exceptions including
Honolulu, HI; Arlington, VA; Yarmouth (Barnstable County), MA; Dover (Ocean County), NJ;
and zonas urbanas in Puerto Rico.

Consolidated Cites - A consolidated city is an incorporated place that has combined its
governmental functions with a county or subcounty entity but contains one or more other
semi-independent incorporated places that continue to function as local governments within the
consolidated government.  Estimates are not shown for the consolidated city.  Instead, estimates
are shown for the consolidated city "remainder," which is the consolidated city minus the semi-
independent places located within the consolidated city.

In 1996, estimates were produced for the following seven consolidated city remainders:
Butte-Silver Bow, MT; Columbus, GA; Indianapolis, IN; Jacksonville, FL; Milford, CT;
Nashville-Davidson, TN; and Athens, GA.

FIPS Code - Federal Information Processing Standards (FIPS) codes uniquely identify each area. 
The codes are issued by the National Institute of Standards and Technology of the U.S.
Department of Commerce.

Minor Civil Divisions (MCDs) - A type of governmental unit that is the primary legal
subdivision of a county in 28 states and created to govern or administer an area rather than a
specific population. The several types of MCDs are identified by a variety of terms, such as town,
township, and district, and include both functioning and nonfunctioning governmental units.  The
Census Bureau produces population estimates for all functioning MCDs and only for
nonfunctioning MCDs in counties that contain at least one functioning MCD.

Places - A concentration of population either legally bounded as an incorporated place, or
identified by the Census Bureau as a Census Designated Place (CDP).  Incorporated places have
political/statistical descriptions of borough (except in Alaska and New York), city, town (except
in New England, New York, and Wisconsin), or village.  Population estimates are only produced
for incorporated places (with the exception of the Honolulu, HI CDP and the Arlington, VA
CDP).  Incorporated places can cross both county and MCD boundaries.  When an incorporated
place is in more than one county or MCD, files organized by county or MCD show the place
name with the designation "pt." (abbreviation for "part").

Population (Census) - The April 1, 1990 census population is a count of the number of persons
residing in an area (resident population) as reported in the 1990 census of population, or as
subsequently revised.  Revisions to an area's 1990 census population count may occur as the
result of (1) post-1990 census corrections of political boundaries, geographic misallocations, or
documented under-enumerations or over-enumerations, and (2) geographic boundary updates
made after the 1990 census, resulting from annexations, deannexations, new incorporations,
governmental mergers, and so forth.  The closing date to include these two forms of revisions in
this set of estimates was December, 1994.  

Population (Estimate) - The estimated population is a computed number of persons living in an
area (resident population) as of July 1.  The estimated population at the place level is calculated
by using the change in the number of housing units (from April 1, 1990 to the estimate date) at
the place level to distribute population change separately computed for the county level.  County
estimates are calculated using a demographic components of change model that incorporates
information on natural change (births and deaths) and net migration (net domestic migration and
net movement from abroad) in the area since the reference date.  Additional information on the
