SUBJECT: PM-2.5 Grant Process Guidance

Attached is comprehensive grant guidance developed by the PM-2.5 Steering Committee for Regional Office use in implementing a national PM-2.5 network under Section 103 of the Clean Air Act. The attached documents were developed for your reference in negotiating with applicants the start-up of their PM-2.5 monitoring networks.

Eligibility under this program is applicable to State and local governments, Indian Tribes, and U.S. territories and possessions which submit applications proposing projects with technical merit and relevance to EPA's mission. All information provided herein applies equally to the above entities as eligible applicants/recipients of federal assistance under this program.

OAQPS is in the process of revising the allocation of grant funds for this program. This should be ready for distribution around the first of December. At that time, the timeline in Attachment 2 will be updated.
