Under the provisions of the Federal Advisory Committee Act (FACA), EPA has formed an advisory committee under the Clean Air Act Advisory Committee to obtain advice and recommendations on integrated approaches for implementing any revised national ambient air quality standards (NAAQS) for ozone and particulate matter, in the event that these NAAQS are revised, as well as a new regional haze program. This group, the Subcommittee for Development of Ozone, Particulate Matter and Regional Haze Implementation Programs, consists of 58 members and is intended to have a balanced representation from State and local agencies, tribal organizations, environmental groups, industry, lawyers/consultants, scientific/academic institutions and other federal agencies. The subcommittee plans to meet every 2-3 months to provide guidance on various implementation strategies.

The subcommittee has established five work groups. The Science and Technology Group is responsible for assessing the current state of the art with respect to air pollutant emission inventories, air quality and meteorological models, and air quality monitoring data. The National and Regional Strategies Group is responsible for the development of broad regional and/or national strategies for addressing air pollutant transport issues. The Base Programs Analysis and Policies Group is responsible for conducting a re-examination of the existing base regulatory programs to take into account any revised NAAQS and regional haze regulations. The Communications and Outreach Group is responsible for general communications issues and with informing the public as to the nature and extent of air quality problems and their associated health and welfare effects. The Coordination Group is responsible for assuring that the outputs of the various work groups are coordinated and support the overall project goals.
