Base Authorization
The initial final authorization for Texas published on December 12, 1984 and February 26, 1985 includes the State’s authorization for the Federal program as in effect June 5, 1984 (i.e., through Revision Checklist 8). The State’s program was re-authorized in an FR notice published on January 31, 1986 because of the reorganization of the State’s agencies responsible for the hazardous waste program. Subsequently, Texas completely reorganized and renumbered its regulations. The renumbered regulations were authorized in a Federal Register notice published on December 18, 1986. The Texas Base Program includes identification and listing, characteristics of hazardous waste, generator requirements, transporter requirements, facility requirements, interim status requirements, permitting requirements, biennial report, manifest.
