Overview

The FutureGen Alliance applied for permits to construct and operate four Class VI injection wells for the purpose of geologic sequestration of carbon dioxide. The U.S. Environmental Protection Agency has proposed to approve permits to allow the FutureGen Alliance to inject and store carbon dioxide, or CO2 , underground at a facility in Morgan County, Illinois, approximately 11 miles northeast of Jacksonville. The process is called, “carbon sequestration.”

These are the first Class VI permits for carbon sequestration in the United States. CO2 is a greenhouse gas that contributes to climate change.  Carbon sequestration is a means of reducing greenhouse gas emissions. FutureGen would capture CO2 emissions from a coal-fired power plant in Meredosia formerly operated by Ameren Energy Resources. FutureGen Alliance would then purify the CO2 and put it under high pressure to turn it into a liquid.

The carbon dioxide would then be transported through an underground pipeline approximately 30 miles to the east to the underground injection well site.

The Alliance proposes to inject a total of 22 million metric tons of carbon dioxide over the 20 year life of the project.

EPA accepted comments from the public on the draft permits through May 15.  A response to comments and final decision was issued on August 29, 2014.  This decision was appealed.  The Environmental Appeals Board dismissed the appeal on April 28, 2015.  The permits became effective May 7, 2015.
