Hierarchy 1 Nutrient SSAC:

Specific SSAC Applications to EPA:

EPA is posting the following document, Technical Assistance for Developing Nutrient Site-Specific Alternative Criteria in Florida (PDF) (45pp 883K) (Interim Draft, June 2011),to provide a better understanding of the Site-Specific Alternative Criteria (SSAC) process. This interim draft reflects input from comments received to date and is being made available in interim draft form to share EPA’s current thinking regarding the SSAC process. EPA expects that this document will be dynamic and likely to be revised following the promulgation of additional criteria as part of EPA's second rulemaking and a need to incorporate any lessons learned, from specific SSAC applications received, so that entities will have a comprehensive set of recommendations.

EPA appreciates the feedback received so far from various stakeholders who commented on the previous version of this document. Although all comments were considered and most incorporated, there were some instances where specific comments were not directly incorporated into the document, due to the very case-specific nature of the comment. EPA's comment review process involved sorting the comments into several categories: 1) those which EPA had already addressed in internal review of the document, 2) those which were clarifications and minor revisions to increase understanding of the recommendations, and 3) those which should be either addressed on a case-by-case basis, such as how to handle artificial waterbodies, or were not applicable to the contents of this document.

For additional information relating to the SSAC provision of EPA’s rule or for any other questions relating to EPA’s promulgation use the following link to view EPA HQ’s website http://water.epa.gov/lawsregs/rulesregs/florida_index.cfm
