CONEST

Report Lead Paint Violations

Consortium of North East States and Tribes LogoCONEST - Consortium of North East States and Tribes was developed in1991 through the efforts of the Region I Lead Program. CONEST developed the first interstate and intertribal Memorandum of Understanding MOU in the country outlining State and Tribal Lead Program Standards. Standards were developed for administration, infrastructure development, enforcement of training, accreditation and auditing, contractor certification and licensing, tracking and third party examination requirements, and work practice standards for lead-based paint activities in target housing and child-occupied facilities. The Consortium consists of Region I and II states and Region I tribes.

The Purpose of the accreditation program is to:

  • Provide a process for states, tribes and similar jurisdictions to become authorized to administer the program in their jurisdiction.
  • Ensure that individuals conducting lead-based paint inspections, risk assessments or abatements in target housing or child-occupied facilities are properly trained, certified, and they employ certified individuals who follow required work practices.
  • Ensure that training programs providing instruction in how to conduct lead-based paint inspections, risk assessments and abatements are accredited.
