Recovery Funding for Diesel Emission Reductions

Putting people to work to clean up our air

Reducing emissions from diesel engines is one of the most important air quality challenges facing our states. Even with new federal standards in place, millions of diesel engines already in use will continue to emit large amounts of nitrogen oxides, particulate matter and air toxics, which contribute to serious public health problems.

Diesel Emissions Reduction Program (DERA) and the Recovery Act

Under the American Recovery and Reinvestment Act of 2009, there will be $300 million nationally for clean diesel grants. DERA outlines two funding programs and their distribution: The State Clean Diesel Grant Program (30% of funds) and the National Clean Diesel Grant Program (70% of funds).

State Clean Diesel Grant Program

EPA's State Clean Diesel Grant Program allocates funds to participating states to implement grant and loan programs for clean diesel projects. Under the Recovery Act, the total funding available for this Program is $88.2 million.

National Clean Diesel Grant Program

EPA’s National Clean Diesel Grant Program (NCDC) is divided into three programs, receiving a total of $206 million under the Recovery Act.

We expect that competitive announcements for the NCDC Recovery Act funds will be issued by EPA in mid-March 2009. Northeast Diesel Collaborative (NEDC)

The Northeast Diesel Collaborative (NEDC) was established in 2005 by EPA (Regions 1 and 2), the Northeast States for Coordinated Air Use Management (NESCAUM) and the eight northeast states to significantly reduce diesel emissions and improve public health in those eight states. NEDC focuses on reducing emissions from existing diesel fleets in five key sectors: transit, ports, construction, freight, and municipal.
