Stakeholder action involves interested individuals, communities, groups and/or organizations in developing creative solutions that they will implement to remedy mutually held problems. In such situations EPA may provide leadership, some resources or help, but the Agency cannot solve the problem alone and alone cannot sustain the agreed upon solution. Sometimes EPA may simply be a stakeholder participating in a collaborative problem solving process in which the decisions rests with another level of government or another Federal agency. In other situations, EPA and others may enter into a formal or informal partnership of contributing members, each responsible for dealing with different aspects of the problem, but all committed to developing and implementing a sustainable solution.
