My first comment would be that this comment period needs to be publicized. Is there a news release to let the public know that this is going on? As we all know, very few members of the public read the Federal Register. It also would be good to hold some public forums on how to involve the public in timely, environmental decisionmaking.

My second comment is one that I heard from an environmental group during a stakeholder feedback meeting. He said that the agency seems to be trying so hard to expedite activities such as permitting to help business while the public and groups like his barely have time to learn what is going on in order to comment and get involved.

Superfund community involvement is a success story because it is staffed and funded.

EPA's Regulatory Steering Committee has to write a report to our Administrator on EPA's Public Participation. Why? Because the EPA Policy on Public Participation is going to be updated. Because of this, the committee is looking for feedback on the attached files by 12/30/99. There's a formal comment period also (Federal Register) that closes on 12/30/99. However, the report to the Administrator is not the final workproduct. Bottom line: if you can send feedback after the comment period ends, there's a chance that it will get used.

What does the workgroup want to know?

So, take a look at the attachment (41 pages!). Send it along to anyone you think might be interested or involved with these issues. Copies have already gone to these people in our region (they're cc:d on this e-mail, too):
