Subject: Public Participation Comments

Eileen, Thanks for sending me a copy of the subject EPA document. I have reviewed it briefly and have a few comments. I'm sending them to you because I could not find a docket address or other directions for submitting comments. In general, I think the 1981 policy is still a good framework. The major suggestion that I have is that it should be updated to include the latest technology. For example, the public docket document should be posted to the EPA website. This would provide much easier access and broader distribution to the public at a lower cost (e.g., eliminate the need to visit Washington). Other examples include allowing video conferencing for public meetings. Mainly just taking advantage of the technology that is available today.

The other comment that I have about this process is that I don't find that it is necessarily used by all offices. Perhaps a checklist that would be used to assist employees in determining whether they have followed the policy appropriately.

Clearly, these are minor comments so I'll trust that someone else has already thought of them and not worry about the formal process. Hope you holidays are great.
