Aptus, Inc., a subsidiary of Rollins Environmental Services, Inc., seeks to expedite compliance with EPA's Maximum Achievable Control Technology (MACT) numerical air emission standards in return for a delay of a RCRA trial burn of a PCB incinerator currently scheduled for May, 1996 until April, 1998. The proposal covers an incinerator near Coffeyville, Kansas that was built in 1985. Specifically, Aptus seeks relief from permit requirements which specify that testing must be conducted under 40 CFR 264.347(a)(3) to verify performance standards.
