The Final Project Agreement between EPA and the New York State Department of Environmental Conservation (PDF 2 pages; 1.5M) expresses the parties' intention to allow public utilities located in New York State to consolidate at central collection facilities hazardous wastes generated at remote locations. (The Resource Conservation and Recovery Act requires producers of hazardous wastes at remote locations to transport all quantities of waste--no matter how small--directly to a treatment, storage, and disposal facility.) The project requires that the hazardous waste be transported from each remote location immediately following collection or when the staff collecting the hazardous waste leave the remote location, whichever comes first. The project allows the utilities to store the waste for up to 90 days at the central collection facility before transport and disposal, resulting in fewer vehicle trips with larger loads. This project would minimize unnecessary paperwork and more efficiently use time and labor resources. It would increase public safety and significantly reduce costs to public utilities, NYSDEC, and EPA. The FPA was signed on July 12, 1999.
