Dow Chemical Company, Plaquemine Louisiana

Dow Chemical Company has developed a program to reduce emissions from equipment leaks called the Progress in Quality (PIQ) Project. The project, to be implemented first at its Plaquemine, Louisiana, seeks relief from some emissions control, monitoring, reporting, and recordkeeping requirements for leaks from equipment components (including valves, pumps, compressors, pressure relief devices, open-ended valves, sampling connection systems, and flanges) if the plant can achieve and maintain a lower percentage of leaking components than required by regulation. Specifically, Dow would seek relief from equipment leak standards promulgated at 40 CFR Parts 60, 61, and 63, and 40 CFR Part 264, Subpart BB. In addition, The Louisiana Department of Environmental Quality has already agreed to act as a negotiator throughout the planning and implementation process. Dow also identified EPA's Office of Air Quality Planning and Standards as an important resource for the project.
