EPA/State Review
During this phase, the proposal is submitted to the EPA and the relevant state or tribal agency for review. EPA assesses the merits of the proposal relative to the Project XL decision criteria. Decisions to advance or reject proposals are made by the EPA Associate Administrator for Policy, Economics and Innovation in consultation with other members of the Agency's Innovation Action Council and relevant state or tribal environmental agency.
