Dear Mr. Eckerson:

The Project XL selection committee has completed the review of the Molex proposal and has decided to defer it from consideration pending submission of additional information. As you know, there are several criteria which the Agency considers when evaluating XL proposal. The Molex proposal did not adequately address the issue of stakeholder support. It is also unclear from the proposal, if the granting of regulatory flexibility is balanced by the overall environmental results.

As a next step, EPA Region 7 and Headquarters will coordinate with you on this effort. David Doyle from Region 7 is preparing a detailed letter listing those additional pieces of information EPA will need to make a final decision on the Molex proposal. EPA is very interested in your proposal, and wants to assure that there will be a high likelihood of coming to a successful project agreement, if we are able to accept the proposal as an XL candidate.
