Dear Mr. Kessler:

I recently had a meeting with Chuck Cazalas of CITGO Petroleum Corporation who described a very innovative program they are considering initiating at their Corpus Christi Refinery. I believe the project meets the criteria of the Regulatory Reinvention XL Project that was recently announced by EPA Administrator Carol Browner.

The project entails sophisticated computer modeling to track, control and reduce NOx and CO emissions from fired sources such as boilers found throughout the refinery. The project's resulting technology could be transferred to virtually any other industry that uses boilers or furnaces. Most importantly, all testing to date indicates that this technology will help minimize ozone formation. As you may know, the city of Corpus Christi is struggling to stay on the EPA's "clean air list." Innovative methods to reduce ozone formation should be viewed very favorably.

Projects conducted under the XL Program will seek a streamlined approach to public health and environmental protection goals. I understand that the EPA will soon consider and approve various types of projects under this Initiative. I support CITGO's plan and urge the agency to approve the proposal.

You will be interested in knowing that the corporation has agreed to fund construction of the CITGO Science Tower as part of our Early Childhood Development Center, in which we will provide comprehensive childhood development services for children from age 3 through third grade, constituents of a university public school in the new ECDC facility on campus.
