Dear Mr. Weisshaar:

This is in response to your Freedom of Information Act Request dated May 15, 1996 regarding EPA's Project Excellence and Leadership or "Project XL" HADCO Corporation Pilot Project.

Enclosed please find all documents in our possession dated from March 27, 1996 until the date of this request, that relate to, or refer to in whole or in part to:

- EPA's Project XL;

- HADCO Corporation's Project XL application dated July 21, 1995;

- Statements by any representative or employee of EPA or other agencies concerning HADCO's
application.

Also, statements by any representative or employee of the Characterization and Assessment Division of the Office of Solid Waste or any of its predecessor or successor's divisions dated from July 21, 1995 until the date of this request.

Since there may be HADCO related documents not in our possession at EPA-New England, we are unable to provide you with all the HADCO related documents you requested. These may be available from EPA Headquarters or other Regional Offices. We will forward your request to EPA Headquarters.

Please note that the Freedom of Information Act does not require EPA to place a requestor's name on a distribution list for automatic receipt of certain kinds of records as they become available. The Act only establishes requirements for disclosure of existing records. However, you may submit future requests under the Freedom of Information Act, if you desire to ascertain whether such records have been created and are available. Any such letter(s) should reference the period of time for which records are being requested.
