Ms. Gutterman called Ms. Moran on 5/15/97 with the following comments: She does not think that a Federal agency should allow a private company to have veto power. No permit should have an unlimited term. The public was not sufficiently informed about the permit and should have more power of review. She thinks its great that Merck is changing to gas [from coal-fired boilers].
