HADCO Corporation Pilot Project

Dear Sir:

Pursuant to the Freedom of Information Act (5 U.S.C. 552) and the implementing regulations of the U.S. Environmental Protection Agency ("EPA") (40 C.F.R. Subchapter A, Part 2), I hereby request a copy of any and all documents that relate to, or refer in whole or in part to, (1) EPA's Project XL, (2) HADCO Corporation's Project XL application dated July 21, 1995, and statements by any representative or employee of the Characterization and Assessment Division or the Economics, Methods and Risk Analysis Division of the Office of Solid Waste or any of its predecessor or successor divisions regarding HADCO's Project XL application, the chemical constituents of waste from the printed wire board industry, the market for waste from the printed wire board industry, or the market for F006 waste, or (4) statements by any representative or employee of EPA Region I, EPA Headquarters, or other EPA Regional Office, Project XL, other federal agencies, the White House, or any State agency concerning HADCO's application. For items (1), (2), and (4), this request covers the time period from March 27, 1996 until the date of this letter, and for item (3), this request covers the time period from July 21, 1995 until the date of this letter.

The term "document," as used herein, is used in the broadest sense, and means, without limitation, any written, printed, typed, photostatted, photocopied, microfilmed, handwritten, recorded, or otherwise reproduced communication or representation, whether composed of letters, words, numbers, pictures, sounds, symbols, or any combination thereof, including but not limited to documents, letters, memoranda, electronic mail, phone records, and handwritten notes.

If you cannot send a copy of any of the documents requested, I request a statement in writing of the reason that the document is being withheld.
