Dear Robin:

Enclosed are signed petitions of Rockingham County and Elkton area residents who support the right of three community representatives to have one single vote along with the voting signatories toward future proposed changes to the PSD permit.

I wish to state these signed petitions represent considerable time and effort, as local citizens were not merely asked to quickly read and then sign a petition. A careful explanation was given regarding the cap, subcaps, 300 tons environmental retirement, powerhouse conversion, and the periodic review.

A number of Merck's CAP participants signed the petition. Their names are:

I believe that my petition efforts were worthwhile in helping to educate local people so that they might have a needed future awareness of the Merck XL Project. Unfortunately, at least eighty per cent of the people signing the petition, excluding the Merck CAP group, knew very little, had never head, or could not recall any information about the project. Some people admitted to a cursory glance at the Merck XL newspaper articles. Many of these people live very close to the Merck Plant.

I sincerely hope that EPA will carefully weigh its decision and grant the community at large the above request. If I did not heartily support the Merck XL Project and the goals it wishes to accomplish, I would not have gone door to door for the enclosed petitions. I simply had to bear the burden of trying to educate may neighbors and community on this very important project. Sincere personal thanks to you, Robin, and also to Cecil, for dedicated efforts to this project.
