We thank you for your early application and entry into
the Project XL program. Your Agency showed commendable initiative in identifying
the need for increased flexibility in the Clean Air Act as related to
ride share programs. Since the Clean Air Act has now been revised to address
the area of concern to your XL project, the intent of the XL program has
been met for this project.
As you know, Project XL was developed to test innovative environmental
management strategies and, through this process, nurture eXcellence and
Leadership in environmental protection. Your participation in Project
XL demonstrated that the South Coast Air Quality Management District possesses
these qualities. Should there be other issues which you may choose to
address via the Project XL process, we would very much welcome such a
proposal. Thank you for working with us in a process that holds such promise
for the future of environmental protection.
