Dear Ms. Moore:

While am pleased that the Elkton Merck plant is replacing its coal-fired boilers with national gas boilers, I am concerned and alarmed over the permit changes and the precedents it sets and harm that might come to the Shenandoah National Park. An unlimited term permit and company right of veto greatly limit the park's ability to protest other increased pollutants. Why not initiate a 10 year initial term limit, and see how that works? Why does Merck have veto authority over what is best for a national park?

Please explain and re-think this procedural change.
