Dear Ms. Moran:

I live in Rockingham County, Virginia within a few miles of the Elkton Plant of Merck, Inc. I understand that a new permit will exempt Merck from a strict adherence to federal regulations on air quality. Merck is a highly regarded employer and industry in this area. I am supportive of their effort to replace coal-fired boilers with natural gas.

I am concerned that there has been little public involvement in the permit review process. The Shenandoah Valley is a unique and wonderful place to reside in great part because of proximity to the national park. As a avid hiker, I have noticed the drop in visibility due to air pollution. I am told that we have also experienced increased acidity in the park streams. This pollution comes from industries in other states. The Merck plant is situated very close to the park boundaries.

I would like to see a term limit put on the permit. A 10-15 year initial term limit would be more appropriate.

I would also favor removing Merck's veto authority over proposed permit changes. Local citizens should have the opportunity participate in any decision-making processes which affect our quality of life.
