Dear Ms. Moran:
It is with great pleasure and enthusiasm that I write to you giving my strong support to the Project XL initiative at the Merck plant in Elkton. Merck has always been an outstanding corporate citizen of the Shenandoah Valley and the Commonwealth of Virginia. Project XL is yet another significant example of Merck's concern for the environment.
I understand that the project will result in an expected total criteria pollutant reduction of approximately 900 tons per year. Both the E.P.A. and the Virginia Department of Environmental Quality will work with Merck to simplify the regulatory process when the manufacturing process is altered or improved to produce a new or even existing drug. As a result of Project SL the community and surrounding area (which includes Shenandoah National Park) will experience better environmental protection using a framework that goes beyond the current more rigid framework of regulations.
The various partners or stakeholders in the project have worked extremely hard to make sure this effort is successful. Despite the great diversity within their make-up they have put together an excellent plan. The community has clearly had tremendous input and is supportive of the project.
Your positive consideration of the XL initiative is greatly appreciated.
