Dear Mr. Kessler:
This letter is a follow-up to a February 29 correspondence from several member groups of the Michigan Environmental Council (MEC) relative to Dow Chemical Company's Project XL proposal.
Last week several of us met again with representatives of Dow and Michigan's Department of Environmental Quality (DEQ) to discuss the concerns we had outlined in our letter to Dow, which I copied to you. The meeting was very informative. It did not, however, remove any of our concerns about this project. Our overriding concern remains: if approved, Dow's XL proposal would do more to harm the environment than help it. That result would violate the fundamental purpose, as well as the specific criteira, of Project XL.
Please let me know at your earliest convenience the following information: 1) The expected timeframe for EPA's review and recommendation on Dow's Project XL proposal; and 2) Key individiuals within EPA who are reviewing this proposal.
We very much want to be part of further deliberations and decisions about this project, so I would be more appreciative of your timely response.
