NOTICE OF INTENT TO DEVELOP A PROJECT XL FINAL PROJECT AGREEMENT BETWEEN: HADCO CORPORATION, US. ENVIRONMENTAL PROTECTION AGENCY- NEW ENGLAND, NEW HAMPSHIRE DEPARTMENT OF ENVIRONMENTAL SERVICES.
This public notice is to notify the local community, and seek out stakeholder and interest party involvement and support during the development of the Final Project Agreement for Hadco Corporation's Project XL. The goal of this notice is to inform and seek out stakeholder involvement during the development and implementation process of this project. Parties interested in providing comment to the process should contact of the individuals listed below.
On May 23, 1995, the United States Environment Protection Agency (EPA) (see Federal Register, Vol. 60, No. 99, May 23, 1995, P27282) announced Project XL, a new environmental initiative that gives a limited number of regulated entities an opportunity to demonstrate excellence and leadership through the flexibility to develop alternative strategies that will replace or modify specific regulatory requirements on the condition that they produce greater environmental benefits. Further, regulated entities are challenged to develop more effective or whatever means of verification of environmental results.
Hadco Corporation is one of the companies initially selected to participate in Project XL. Hadco proposes to enhance the direct recycling of metal bearing streams from certain of its printed wiring board manufacturing (PWB) facilities. Waste water treatment (WWT) studies from PWB manufacturers is currently subjected to a blanket F006 listing as a hazardous waste under Subtitle C of RCRA (40 CFR 261 41). Hadco believes that its current WWT sludges are not toxic and should not be classified as hazardous waste.
Hadco intends to develop a Final Project Agreement (FPA) with the EPA and the New Hampshire Department of Environmental Services (NHDES) that will provide regulatory flexibility sufficient to allow it to transport as WWT sludge directly to recycling facilities rather than shipping the wastes first through hazardous waste treatment facilities. Hadco anticipates that the cost savings generated by this direct recycling will allow it to recycle other non-RCRA process wastes. Hadco believes that its proposal will reduce the volume and distance of waste shipped, will facilitate resource recycling and recovery and will cost less than present regulatory compliance if successful. Hadco's proposed direct recycling approach could be used by other PWB manufacturers.
The FPA will be developed in an open and public process involving Hadco, the EPA, NHDES, and interested stakeholder participants. The initial stakeholder meeting will be held on Monday afternoon March 18, 1996, starting at 2:00 pm at Hadco's Salem office at 12A Manor Parkway, Salem, New Hampshire. Stakeholders who believe that they may be affected by or are interested in Hadco's proposal are invited to attend.
At the conclusion of this FPA development process, a proposed final FPA will be presented to the EPA and NHDES for approval. EPA will then provide public notice of the proposed FPA and allow interested persons an opportunity for review and comment.
