Dear Mr. Worsham:

This is a follow-up to our letter dated February 22, 1996 regarding your Freedom of Information Act Request of January 10, 1996. Enclosed please find:

1. Limited amount of general public information on project XL including guidelines on establishing Final Project Agreements (FPA).

2. HADCO Corporation Project XL application dated July 21, 1995.

3. All documents in our possession regarding the current position of EPA - New England or EPA HQ concerning the regulatory status or HADCO's application.

The cost of providing is $140.25. An itemized invoice covering the charges for search time and copying costs is enclosed. Please forward your check or money order, made payable to the U.S. Environmental Protection Agency, within 30 days of the date of this response. Your check should refer to the RIN number above and should be accompianied by the top portion of the enclosed Bill for Collection. Your prompt payment of the amount indicated will be appreciated.

Please note that the Freedom of Information Act does not require EPA to place a requestor's name on a distribution list for automatic receipt of certain kinds of records as they become available. The Act only establishes requirements for disclosure of existing records. However, you may submit future requests under the Freedom of Information Act, if you desire to ascertain whether such records have been created and are available. Any such letter(s) should reference the period of time for which records are being requested.
