Dear Mr. Kessler:

I have recently discussed the Project XL with officials of the Dow Chemical Comapny and their desire to submit an application for your review. First, let me note that I am familiar with attempts to streamline government regulatory processes and make the system more user friendly and efficient. Midland County has been involved in "total quality management" practices for the past few years. My understanding of this effort will in part be to look at ways to modify the regulatory process providing cost efficiencies to both the Government and the Company without compromising environmental or health protection concerns.

The purpose of this letter is to confirm to you that we have had preliminary discussions with the Dow Chemical Company regarding our role in their project. We are supportive of this effort and will participate with them as appropriate.
