Dear Ms. Wetherell:
Thank you for submission of Florida's proposal to
conduct a state-wide XL project under the Project XL initiative. We
appreciate your staff's efforts to prepare this proposal and to participate
in continued dialogue on how states and EPA can promote innovative approaches
to environmental protection.
I understand from my staff, that many of the issues that prompted Florida's
XL proposal are being addressed through a performance partnership agreement
between the State and EPA Region 4. We support these efforts and recommend
that we pursue them in lieu of the Florida state-wide proposal. However,
we anticipate continued work with Florida on the Berry Corporation XL
project and future individual XL projects, and appreciate Florida's
active role in the ECOS workgroup.
