Dear Mr. deGrazia:

I am pleased to inform you that the Elmendorf Air Force Base ENVVEST proposal has been selected to enter the development phase of the Project XL process. Project XL was developed to test innovative environmental management strategies and, through this process, nurture eXcellence and Leadership in environmental protection. We at the Environmental Protection Agency (EPA), are excited to begin working with the Department of Defense and the Air Force on the next step in this process.

The next step in the Project XL process is to work toward developing and signing a Final Project Agreement (FPA: see the December 1995 guidance document). If completed to the satisfaction of the Department of Defense, EPA, the Alaska Department of Environmental Conservation and the other stakeholders, this agreement will detail the expectations of each participant. Only the signing of a FPA constitutes acceptance as a full-fledged Project XL pilot.

David Bray (206-553-4253) from EPA Region 10 Office of Air Quality will be contacting Jim Washington (AFCEE/CCR-S) and Scott Vincent (Elmendorf) in the near future to initiate the FPA development process. The two other key EPA contacts on this proposal are Will Garvey (202-564-2458) and Walter Walsh (202-260-2770). We anticipate completing the development phase within four to six months. This ambitious timeframe will require a significant effort from all participants, so please be prepared to begin discussions as soon as possible and to sustain a high level of involvement.

We are pleased to be working with the Department of Defense and the Air Force in a process that holds such promise for the future of environmental protection.
