Dear Mayor Trobaugh:
Thank you for submitting a Project XL proposal on behalf of the City of Kokomo, Indiana. We appreciate the time and effort you and your staff have put forth to design an alternative path for the City to treat and dispose of leachate from the Four County Landfill Superfund Site.
During a February 26 meeting, EPA, IDEM, and the City discussed pursuing RCRA delisting while concurrently addressing any Clean water Act issues associated with acceptance of the leachate at the Kokomo waste water treatment plant. The parties also agreed that continuing to pursue the proposal within the Project XL framework was not necessary. Therefore, with your assent we are withdrawing your proposal from the Project XL selection process.
