Dear Sir or Madam:

Pursuant to the Freedom of Information Act (5 U.S.C. 552) and the implementing regulations of the U.S. Environmental Protection Agency ("EPA") (40 C.F.R. Subchapter A, Part 2), I hereby request a copy of any and all documents that relate to, or refer in whole or in part to, (1) EPA's Project XL, (2) HADCO Corporation's Project XL application dated July 21, 1995, or (3) statements by representatives of EPA Region I, EPA Headquarters, any other EPA Regional Office, Project XL, other federal agencies, the White House, or any State agency concerning HADCO's application. This request covers the time period from January 1, 1996 until the date of this letter.

The term "document" as used herein, is used in the broadest sense, and means, without limitation, any written, printed, typed, photostatted, photocopied, microfilmed, handwritten, recorded, or otherwise reproduced communication or representation, whether composed of letters, words, numbers, pictures, sounds, symbols, or any combination thereof, including but not limited to documents, letters, memoranda, electronic mail, phone records, and handwritten notes.

If you cannot send a copy of any of the documents requested, I request a statement in writing of the reason that the document is being withheld.

Thank you for your prompt attention to this matter. After you have identified the individual who will be performing the search, please call and tell me his or her name in case I need to modify my request. If you have any questions regarding this request, please do not hesitate to call me at (202) 955-1537.

Sincerely yours,

Mark G. Weisshaar
